🇲🇪Visa options for Montenegro
Montenegro offers 27 permit types across 9 categories — from short-stay Type C visas and transit permits to work and residence permits, a Digital Nomad Temporary Residence Permit (2+2 years), family reunification, property and retirement residence, and citizenship tracks. 17 lead to permanent residency; 22 require no pre-arranged job offer. Note: Permanent residence is restricted to company directors (≥51% stake, EUR 5,000/year taxes) and property owners (EUR 150,000+) — regular employees and digital nomads cannot obtain PR under current Montenegrin law. Montenegro is an EU accession candidate outside the Schengen zone: time here does not count toward your 90-day Schengen limit.

Permanent Residence (1)
Permanent Residence Permit Permanent Residence

Frequently Asked Questions about moving to Montenegro
How many visa and permit types does Montenegro offer?
Montenegro offers 27 permit types across 9 categories — covering short-stay visas (Type C, EUR 35–70), transit visas (Types A and B), long-stay national visas (Type D, EUR 90), work and residence permits (employment, self-employment/company director, seasonal, contracted services, intra-company transfer, personal work permit), a dedicated Digital Nomad Temporary Residence Permit (2+2 years), study, family reunification (spouse of citizen, spouse of resident, minor children), special residence permits (property ownership at EUR 150K+, retirement/passive income, medical treatment, scientific research, yacht/marina), asylum, humanitarian grounds, permanent residence, and two citizenship tracks. Montenegro is an EU accession candidate undergoing significant immigration law reform.
Can I move to Montenegro without a job offer?
Yes — 22 of Montenegro's 27 permit types require no pre-arranged job offer. Options include the Digital Nomad Temporary Residence Permit (EUR 1,800–2,400/month remote income, 2+2 years), Property Ownership Residence (EUR 150,000+ property since January 2026), Retirement/Passive Income Residence (EUR 650–800/month), Self-Employment/Company Director Permit (51% stake, EUR 5,000/year taxes), Family Reunification, Study, Scientific Research, Medical Treatment, Yacht/Marina, Humanitarian, and all short-stay and transit visas. Even citizenship and permanent residence tracks don't require a job offer.
Does Montenegro offer a pathway to permanent residency?
Yes, but with an important restriction that surprises many applicants. Permanent residence after 5 years is available only to company directors (holding ≥51% stake in an active Montenegrin company with EUR 5,000+/year in taxes paid) and property owners (property valued at EUR 150,000 or more since January 2026). Regular employees working for Montenegrin companies, digital nomads, retirees without property, and students generally cannot access permanent residence under Montenegro's Law on Foreigners. Spouses of Montenegrin citizens and recognized refugees are also eligible after 5 years. Montenegro's January 2026 law update also added same-sex partners to family reunification eligibility.
Does time spent in Montenegro count toward my Schengen 90-day limit?
No. Montenegro is not part of the Schengen Area. Days spent in Montenegro do not count toward your Schengen 90/180-day allowance. This makes Montenegro a popular strategic base for extended Balkan travel — you can use Montenegro as a reset point while alternating with Schengen countries. Montenegro uses EUR as its currency despite not being in the Eurozone or EU. A sojourn tax (boravišna taksa) of approximately EUR 1–2 per night applies when staying at registered accommodation. Montenegro is also strategically useful because Schengen/US/UK/AU/CA/JP/NZ visa holders can enter Montenegro visa-free for 30 days under the Schengen substitute rule.
